In September 2011 in New York, former Prime Minister Iveta Radičová signed the international Open Government Partnership Initiative and Slovakia has thus became a member of OGP.This Initiative aims to promote transparency, effectiveness and accountability of the public administration and give citizens the opportunity to actively participate in governance.

Slovakia announced its commitments to OGP in its Action Plan in April 2012 in Brazil. The appointed person in charge of the Action Plan development is Filip Vagač, the Plenipotentiary of the  Government of the Slovak Government for the Development of the Civil Society. The opportunity to participate in the creation of Action Plan was also given to the public community via  Action Plan development.
 
The result is final version of OGP Action Plan Slovakia.

In June 2012 Slovak Government endorsed the Statute of Plenipotentiary of the Government for the Development of the Civil Society and thus delegeted him with fullfilling the aims of the Action Plan in following term. Main areas of interest are:
 
1 - Open Government- Actively making the data of State Administration available to public. It is considered to be a basic principle of communication between state and citizens and it is one of the most important commitments of our Action Plan as a part of internationl OGP Initiative. Therefore, portal data.gov.sk was launched.
 
2 - Government Open for Governance - The aim is to make the dialog with stakeholder activists and citizens part of the policy-making, mostly those significantly affecting their lives. Part of this initiative is creation of strategies of dialogues about public policies and electronic petitions.
 
3 - Transparent Government - One of the assumption of open governance is the responsibility of representatives of State Administration for the decisions they make towards the citizens. Part of the initiative is solving the problematique of tranparent governance and whistleblowers.
